EXCHANGE VISITOR SERVICES
RO PROGRAM ADMINISTRATION RESPONSIBILITIES
The RO is responsible for the daily operation of the exchange visitor program managed by J Exchange Visitor Services in International & Border Programs. Responsibilities include approving participants, providing pre arrival and orientation information to participants, issuing Form DS-2019, overseeing the general activities of the participants, communicating with the Department of State (DOS), and maintaining records on the program.
Selection of Participants:
The RO has established and uses a system to screen and select participants nominated by sponsoring deparments to ensure eligibility for the program and to provide experiences appropriate to their backgrounds, needs, experiences, and English-language abilities.
Pre arrival Information:
The RO provides pre arrival information that includes, at a minimum, information on (a) the purpose of the Exchange Visitor Program, (b) the home country physical presence requirements, (c) travel and entry into the U.S., (d) Housing, (e) fees payable to the sponsor, (f) other costs such as living expenses likely to be incurred, (g) insurance requirements and health care, and (h) other information that will assist exchange visitors to prepare for their stay in the United States.
Arrival Orientation:
The RO provides appropriate orientation for all exchange visitors and their family members. This orientation must include at a minimum information on (a) life and customs in the United States, (b) local community resources such as public transportation, medical centers, schools, libraries, recreation centers, and banks, (c) health care, emergency assistance, and insurance coverage, (d) description of the program in which the exchange visitors are participating, (e) rules that exchange visitors are required to follow under the sponsor's program, and (f) address of the sponsor and the name and telephone number of the RO.
Monitoring of Exchange Visitors:
The RO must monitor the participation of exchange visitors in the program to ensure that the participants engage in activities appropriate for the category.
Report address changes in SEVIS:
The RO must update SEVIS within 21 days of being notified by an exchange visitor of a change of address. Failure to make this report may be grounds for revocation of NMSU's Exchange Visitor Program designation.
Respond to requests from DOS or other legal inquiries and investigations:
The RO must furnish to the extent lawfully permitted and in a reasonable time all requests for information from DOS, and to cooperate with an inquiry or investigation that may be undertakes by DOS.
Retention of Records:
The RO shall retain all records related to the exchange visitor program and exchange visitors for a minimum of 3 years.
