EXCHANGE
VISITOR PROGRAM
The J Visa Exchange Visitor category was developed to implement the Mutual Educational and Cultural Exchange Act (Fulbright-Hayes Act) of 1961. The overall purpose of that Act, and the objective of the Exchange Visitor category, is “to increase mutual understanding between the people of the United States and the people of other countries by means of educational and cultural exchanges.” The Department of State (DOS) designates exchange visitor program sponsors, and creates and administers federal regulations and policies governing the Exchange Visitor Program. NMSU, an exchange visitor program sponsor, has been authorized by DOS to conduct an exchange visitor program for Professor, Research Scholar, Short-Term Scholar, Specialist, and Student (degree, non-degree, intern) categories. NMSU has appointed a Responsible Officer (RO), Dr. Paul E. Huntsberger, Assistant Dean for Study Abroad, and an Alternate Responsible Officer (ARO), Ms. Mary Jaspers, Assistant Director for Foreign Students, to perform the duties set forth in regulations and to represent NMSU’s exchange visitor program. The Responsible Officer (RO) manages the program for NMSU and is responsible for administering services for all exchange students and scholars. The Alternate Responsible Officer is responsible for administering services for sponsored degree students who require the J-1 visa, and serves as backup to the RO.
